The Early Works projects associated with\u00a0 Highway 413 are identified in the<em> Highway 413 Act, <\/em>2024. These Early Works projects are located in areas where engineering design and field investigations have progressed, and were chosen by the MTO because they are either in areas that are, or were previously disturbed, and where the likelihood of environmental impacts is low. Some Early Works are also located in areas that have been identified by local municipalities for additional infrastructure improvements.<\/p>\n\t\t\t\t<a href=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/12\/Map-EarlyWorks-EN-12-05-2025.jpg\"  target=\"_self\" itemprop=\"url\">\n\t\t\t\t<img decoding=\"async\" src=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/12\/Map-EarlyWorks-EN-12-05-2025.jpg\" alt=\"Map showing the preliminary design route for Highway 413 in Ontario, with interchanges and early works locations marked between Vaughan, Brampton, and Mississauga.\" itemprop=\"image\" height=\"1924\" width=\"1920\" title=\"Map-EarlyWorks-EN-12-05-2025\" onerror=\"this.style.display='none'\" loading=\"lazy\" \/>\n\t\t\t\t<\/a>\n\t\tLocation of Early Works projects\n\t<h2>Highway 413 Early Works projects include:<\/h2>\n\t<ul>\n<li>Early Works Project #1: Embankment at 401\/407 ETR\/413 Interchange<\/li>\n<li>Early Works Project #2: Highway 10\/Hurontario Street\u00a0 Resurfacing &amp; Underpass<\/li>\n<li>Early Works Project #3: Bovaird Drive Underpass.<\/li>\n<\/ul>\n\t<h2>Early Works Project #1: Embankment at 401\/407 ETR\/413 Interchange<\/h2>\n\t<p>Early Works Project #1 is complete.<\/p>\n<p>This Project includes the construction of an embankment to support a future connection from Highway 401 westbound to Highway 413 northbound and Highway 407 southbound. The scope of work includes the grading work within the northeast quadrant of the Highway 401\/407 ETR interchange.<\/p>\n\t\t\t\t<a href=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/06\/Picture2.png\"  target=\"_self\" itemprop=\"url\">\n\t\t\t\t<img decoding=\"async\" src=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/06\/Picture2.png\" alt=\"A map of the 401\/407 interchange area showing Early Works Project #1: Embankment. Construction on the Underpass is scheduled to begin in 2026\/2027.<\/p>\n<p>The resurfacing portion of Early Works #2 includes the resurfacing of Highway 10\/Hurontario Street between Old School Road and King Street. The Underpass contract will include design and construction of a bridge on Highway 10 over the future Highway 413. A temporary detour will be built during construction.<\/p>\n<strong>Work to be completed:<\/strong> Resurfacing of Highway 10\/Hurontario Street between Old School Road and King Street. Construction of bridge and embankments over Highway 413 including pavement resurfacing of Highway 10\/Hurontario Street between old School Road and King Street.<br \/>\n<strong>Anticipated impact:<\/strong> Utility relocation and necessary pavement rehabilitation.\n\t<h2>Early Works Project # 3: Bovaird Drive Underpass<\/h2>\n\t<p>Construction is expected to begin Spring 2026.<\/p>\n<p>Early Works Project #3 includes the construction of an underpass bridge and approach embankments on Bovaird Drive that includes full reconstruction, pavement widening for additional lanes and grade raise of Bovaird Drive from Heritage Road to 500 metres west of Mississauga Road in preparation for the future Highway 413 interchange at Bovaird Drive. This project is under development in parallel with Peel Region&#8217;s servicing improvements along Bovaird Drive. A temporary detour will be built during construction.<\/p>\n<strong>Work to be completed:<\/strong> Construction of bridge and embankments, including pavement widening and grade raise of Bovaird Drive from Heritage Road to 500 metres west of Mississauga Road.<br \/>\n<strong>Anticipated impact:<\/strong> Some impact to drivers, including a temporary detour during construction.\n\t\t\t\t<a href=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/09\/Hwy-413-EW-Project-3-Location.jpg\"  target=\"_self\" itemprop=\"url\">\n\t\t\t\t<img decoding=\"async\" src=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/09\/Hwy-413-EW-Project-3-Location.jpg\" alt=\"A map showing the location of Early Works Project #3: Bovaird Drive Underpass. Furthermore, MTO will assess environmental impacts associated with the construction of Early Works and implement mitigation measures, as appropriate.<\/p>\n\t<p>The ministry will also obtain any permits and authorizations, if required, and will satisfy any Duty to Consult obligations with respect to Early Works.<\/p>\n<p>As part of our commitment to keeping communities informed, construction notices will be issued to nearby residents, businesses, municipalities, and Indigenous communities, outlining upcoming activities, expected impacts (such as noise, traffic, or access changes), timelines, and contact information for questions or concerns. These notices are also available below.<\/p>\n\t\t\t<a href=\"https:\/\/highway413.ca\/en\/wp-content\/uploads\/2025\/09\/Embankment-Construction-Notification.pdf\" target=\"_self\">\n\t\t\t\t\t\t\tEarly Works Project #1 Construction Notice\n\t\t\t\t\t<\/a>\n\t<p>In accordance with Special Provision No. 199F33, notices will be distributed to the first row of residences located at Steeles Avenue and Tenth Line. This Special Provision outlines the requirements for controlling noise generated by the Contractor&#8217;s operations.
